    An Integrated Framework for Treebanks and Multilayer Annotations

    Treebank formats and associated software tools are proliferating rapidly, with little consideration for interoperability. We survey a wide variety of treebank structures and operations, and show how they can be mapped onto the annotation graph model, and leading to an integrated framework encompassing tree and non-tree annotations alike. This development opens up new possibilities for managing and exploiting multilayer annotations.Comment: 8 page

    Urban sanitation: where to next?

    This paper sets the current research-related innovations in urban sanitation of low to middle income countries within a broader historic context. It highlights the key threads of urban sanitation discourse over the past four decades; from putting the last first, to a more nuanced understanding of household demand and uptake, and a focus on faecal sludge management (FSM). Particularly since 2008 the International Year of Sanitation, there has been increasing specialisation around the sanitation value chain and FSM, producing deeper knowledge and several diagnostic / decision support tools. Whist the sector has, in no doubt, made great progress, the paper suggests that there is a risk of (over)simplification. Now is the time, armed with a better understanding and decision support tools, to embrace urban complexity; to place sanitation back into the wider human-technology-environment systems of the city; and to plan for integrated basic services in the domestic and peri-domestic domains

    Barefoot Running: The Effects of an 8-Week Barefoot Training Program

However, the duration that a runner must train barefoot to observe these changes is unknown. Hypothesis: Runners participating in a barefoot running program will have improved proprioception, increased lower extremity strength, and an increase in the volume or size of the intrinsic musculature of the feet. Study Design: Randomized controlled trial; Level of evidence, 2. Methods: In this 8-week study, 29 runners with a mean age of 36.34 years were randomized into either a control group (n = 10) who completed training in their regular running shoes or to an experimental barefoot group (n = 14). Pretraining tests consisted of a volumetric measurement of the foot followed by a strength and dynamic balance assessment. Five subjects completed the pretests but did not complete the study for reasons not related to study outcomes. Participants then completed 8 weeks of training runs. They repeated the strength and dynamic balance assessment after 8 weeks. Results: Significant changes from baseline to 8 weeks were observed within the barefoot group for single-leg hop (right, P = .0121; left, P = .0430) and reach and balance (right, P = .0029) and within the control group for single–left leg hop (P = .0286) and reach and balance (right, P = .0096; left, P = .0014). However, when comparing the differences in changes from baseline to 8 weeks between the barefoot and control groups, the improvements were not significant at the .05 level for all measures. Conclusion: Although statistically significant changes were not observed between the pre- and posttest evaluations in strength and proprioception with the 8-week low-intensity barefoot running regimen, this does not necessarily mean that these changes do not occur. It is possible that it may take months or years to observe these changes, and a short course such as this trial is insufficient

    Achieving sustainable sanitation chains through better informed and more systematic improvements: lessons from multi-city research in Sub-Saharan Africa

    This paper presents the synthesised findings of the SPLASH Urban Sanitation research programme through the framework of the sanitation service chain. Urban sanitation service chains are complex and fragmented, involving a multiplicity of service providers and typically resulting in unsustainable or inadequate services. The aggregate data set covers a wide range of research methods including; household surveys, a randomised control trial, a willingness to pay survey prototype testing of technologies, focus group discussions and deliberative forums. Thorough the research, it has been possible to identify situations where incremental improvements are being made with varying degrees of success. Most importantly, it has identified weaknesses to the sanitation service chains where progress is either slow or extremely limited. It is through these weaknesses that key questions affecting the long term sustainability of sanitation service chains need to be answered

    Tenure security and household investment decisions for urban sanitation: the case of Dakar, Senegal

    This paper explores the relevance of householders' security of tenure to their willingness to pay the capital and operational costs for sanitation in low-income urban areas. When the sanitation norm is self-managed on-site systems, as is the case in many low-income areas of towns and cities, household investment decisions in sanitation are inherently linked to tenure security. Based on evidence gathered in Dakar, Senegal, it is de facto rather than de jure tenure rights that provide sufficient security for household investment in sanitation. We make a critical distinction between willingness to invest and willingness to pay for the capital investment costs and on-going operational servicing costs of sanitation. Whilst tenants and those with lower tenure security do not invest in capital infrastructure, they are willing to pay for the operational aspects of sanitation services. Current formal policy settings and strategies for urban sanitation tend not to cater for this group; this is a fundamental oversight as these constitute significant and growing segments of the population. Land tenure and sanitation issues need to be considered in an integrated way and the capital and operational costs need to be disaggregated in planning to respond more effectively to the spending decisions of the urban poor

    Using tenure to build a “sanitation cityscape”: narrowing decisions for targeted sanitation interventions

    Sanitation interventions routinely overlook the implications of secure tenure for investment on the part of households. Drawing upon primary field research in Dakar, this paper presents a citywide sanitation planning framework that combines existing sanitation planning approaches with householders’ investment logic as a function of their tenure security and status. The resulting framework, the Sanitation Cityscape, maps what is happening to faecal material on a citywide scale and why, thus providing a snapshot of the sanitation status of the city and a rationale for targeted interventions along the sanitation service chain. The paper offers an approach for policymakers and practitioners to narrow the decision-making process for citywide sanitation service provision. It aims to target urban sanitation interventions that are appropriate to the urban tenure mix, including non-networked systems, and a greater emphasis on widening the scope of sanitation service provision to include tenure-neutral operational activities, such as faecal sludge management

    Towards improved labour standards for construction of minor works in low income countries

    Purpose of the paper: The construction industry is one of the largest employment providers in the developing world. It is also one of the least safe industries, with a high frequency of accidents resulting in financial losses, injuries, disabilities and deaths. Decent working conditions and resulting improved worker satisfaction are key to sustainable productivity in the industry. International standards safeguarding construction workers are abundant and ratified by most low-income countries. Are these standards adequately reflected in contracts for construction works? If not, how can contract clauses be improved and operationalised? Design/methodology/approach: Based on research undertaken in Ghana, India and Zambia from 2000 to 2003, this paper explores the aforementioned questions. The paper comprises of analysis of contract clauses from the International Federation of Consulting Engineers (FIDIC) and developing country contracts, along with cases study findings. Findings: This paper finds that more legislation is not the urgent issue; incorporating existing legislation into construction contracts and making clauses operational is a priority. This paper identifies practical and cost-effective procedures for bringing stakeholders together to implement and monitor labour standards, with the aim of contributing to the overall goal of providing “decent work” for all workers in the construction industry.
